1. Agreement to Terms

By accessing or using City Watch ("the Service"), operated by City Watch ("we," "us," or "our"), you agree to be bound by these Terms of Service. If you do not agree to these terms, please do not use the Service.

2. Description of Service

City Watch provides AI-powered summaries, transcripts, and analysis of publicly available city council meetings. Our service includes:

• Meeting transcripts and AI-generated summaries
• Topic extraction and speaker identification
• Search functionality across meeting transcripts
• Email notifications and keyword alerts
• Data export capabilities
• API access for programmatic use

3. AI-Generated Content Disclaimer

You acknowledge and agree that:

• AI-generated summaries may contain errors, omissions, or misinterpretations
• Speaker identification may be incorrect
• Topic categorization is automated and may not reflect official meeting agendas
• We use various AI models and may change providers to improve service quality
• AI-generated content should not be relied upon as the sole source of information for legal, business, or other consequential decisions
• You should verify important information by reviewing the original meeting recordings or official city records

4. Subscription and Billing

Subscription Plans: We offer various subscription tiers (Community, Track, Advocate, Newsroom) with different features and pricing.

Billing: Paid subscriptions are billed monthly. By subscribing, you authorize us to charge your payment method on a recurring basis.

Upgrades: When you upgrade your subscription, the new rate takes effect immediately. You will be charged a prorated amount for the remainder of your billing period.

Downgrades: When you downgrade your subscription, the change takes effect at the end of your current billing period. You will retain access to higher-tier features until then.

Cancellation: You may cancel your subscription at any time. Upon cancellation, you will retain access to paid features until the end of your current billing period.

5. Refund Policy

Due to the nature of our digital service and the immediate access provided upon subscription:

• We generally do not offer refunds for subscription fees already paid
• Dissatisfaction with AI summary quality is not grounds for a refund, as AI accuracy cannot be guaranteed
• If you experience technical issues preventing access to the service, please contact support and we will work to resolve the issue or provide appropriate credit
• Refund requests for extenuating circumstances will be considered on a case-by-case basis

6. Acceptable Use

You agree not to:

• Use automated systems to scrape or bulk download content beyond normal API usage
• Resell, redistribute, or commercially exploit our content without authorization
• Attempt to circumvent subscription restrictions or access controls
• Use the service for any unlawful purpose
• Interfere with or disrupt the service or servers
• Share account credentials with unauthorized users

7. Intellectual Property

City council meetings are public records. However, our AI-generated summaries, analysis, user interface, and underlying technology are proprietary to City Watch.

You may use content from City Watch for personal, non-commercial purposes. Commercial use requires a Newsroom subscription or separate licensing agreement.

8. Service Availability

We strive to maintain high availability but do not guarantee uninterrupted access to the Service. We may:

• Perform maintenance that temporarily affects availability
• Experience outages due to circumstances beyond our control
• Modify, suspend, or discontinue features with reasonable notice

9. Account Termination

We reserve the right to suspend or terminate accounts that violate these terms, engage in abusive behavior, or for any other reason at our sole discretion. You may delete your account at any time through your account settings.

10. Limitation of Liability

To the maximum extent permitted by law:

• City Watch is provided "as is" without warranties of any kind
• We are not liable for any indirect, incidental, or consequential damages
• Our total liability is limited to the amount you paid us in the 12 months preceding the claim
• We are not responsible for decisions made based on AI-generated content

11. Changes to Terms

We may update these terms from time to time. We will notify users of material changes via email or prominent notice on the Service. Continued use after changes constitutes acceptance of the new terms.

12. Governing Law

These terms are governed by the laws of the State of California, United States, without regard to conflict of law provisions.
